Rwanda is a country in Central Africa, which borders Uganda to the north, Tanzania to the east, Burundi to the south and the Democratic Republic of Congo to the west.
Rwanda suffers from high rates of illiteracy, especially so among women. Only 47% of women in Rwanda are literate compared to 58% men, whilst a quarter of all women have never attended school. Of those who have had the opportunity, 16% drop out before completing primary education.
Most Rwandans depend on agriculture with almost 90% struggling to survive on just £1.25 a day.
The genocide that killed over 800,000 in 1994 has left many people traumatised and there are many widows and orphans. In this context, literacy is a foundational skill, which has been shown to be central to improving economic development, improving the understanding of the importance of education & civic participation, and improving gender equality, hygiene and health, all of which are major challenges in Rwanda. The project will address some of the key challenges which hinder the attainment of government literacy targets which include; an unclear national framework for functional adult literacy, absence of an standardised government curriculum for learners and instructors, limited training and skills of organisations implementing literacy activities, and there is no coordination forum for organisations involved in literacy and women empowerment, which could enhance partnerships and reduce duplication.
ADRA will build the capacity of civil society organisations to deliver functional adult literacy (FAL) programmes to 5,600 adult learners (80% women) in the districts of Nyagatare, Gatsibo, Kayonza, Rwamagana, Ngoma, Kirehe and Bugesera in Eastern province of Rwanda over a period of 3 years.
ADRA will work closely with the Government of Rwanda to develop a national policy implementation framework and curriculum that will be adopted as well as establishing a network of organisations involved in FAL across the country. ADRA will also build the capacity of the civil society organisations to manage and implement FAL programmes, including their ability to advocate for women’s rights to education.
The project will enable the 5,600 adult learners to read newspapers, medical prescriptions, labels on farm inputs, as well as interpret their children’s school reports and support their learning. Amongst the many benefits for these learners will be an improvement in household hygiene and sanitation, and use of improved farming techniques. Experience has shown that the take-up of other development initiatives is much higher amongst those who have undergone literacy training, and it has been noted that parents that had undergone literacy classes attached more importance to education than those that had not.
The project will train district and sector officials on quality control and support supervision of FAL activities, equip women council leaders with advocacy skills and broadcast live radio programmes on literacy and women empowerment. 140 instructors will be selected by the civil society organisations whilst ADRA will train them in appropriate skills including facilitating FAL classes, training adults, making lesson plans, using the instructors manual, class participation and group dynamics.
These activities will increase the number of women demonstrating improved literacy skills in daily activities such as using a mobile phone, reading medication prescriptions, improved farming practices and having a good comprehension of children and women’s rights. They will also ensure more women are engaged in the decision making processes (such as family planning, land rights and inheritance practices) at the community level.
